The 1-2-3 REWARDS® Visa® Card from US Bank offers 0% on both purchases and balance transfers for 9 months. The balance transfer fee is either $10 or 4% of the amount of each transfer, whichever is greater. After that the rate will be between 13.99% and 23.99%, based on your creditworthiness.
