The Bank of America® Accelerated Rewards® American Express® Card offers cardmembers a 0% intro APR on purchases and balance transfers for 12 months. The balance transfer fee is 4% of the amount you transfers. After the introductory, your APR will be a variable rate between 12.99% and 20.99%, based on your creditworthiness.

As a bonus the card gives new members a $50 statement credit after qualifying purchases.
